Many “paper” tea bags are held together by a plastic heat seal, which can shed tiny particles into hot tea. These empty unbleached sachets are made from paper and cotton only, with no plastic seal. Fill one with your favorite loose leaf tea, pull the drawstring closed, and steep as long as you like.
